Why New York's ABC Laws Are Overdue for an Overhaul

The Challenge

New York has some of the most restrictive Alcohol Beverage Control (ABC) laws the entire nation because they were created during the Prohibition-era.

Current ABC laws impede economic growth, job opportunities, consumer choice, and New York’s own wine and distilled spirits industry.

The Opportunity

Early in 2023 the Commission to Study Reform of the Alcohol Beverage Control Law released 18 recommendations to modernize New York’s ABC laws, which are being considered by the Governor and the state legislature.

Some of these recommendations include:

Legalizing the earlier sale of liquor on Sundays (passed by Gov. Hochul in October 2023)

Allowing bars and restaurants to buy from liquor stores

Allowing liquor store owners to own more than one retail location

Clarifying standards granting new liquor store licenses empowering potential small business owners

Creating temporary beer, wine, cider and liquor permits for licensees

Review the fees needed for licensing to ensure they are appropriate
